After more than 8 months of renovation, Sung-Tao Hall 4 and Hall 5 officially opened for trial operation at 10 AM on March 10th. The original faculty and staff dormitories of Gang and Yi are now transformed into beautiful areas with stylish designs, comfortable, secured, and family-style student dormitories. A junior in the Department of Computer Science & Information Engineering, Chung-Ting Cheng, moved in on March 8th. She mentioned, "The new dormitory is beautiful, clean, and there is plenty of public spaces." President Dr. Huan-Chao Keh stated during the opening ceremony that the opening of Sung-Tao Hall 4 and 5 will provide students with a very good living and learning space. He emphasized: "Tamkang University has a small and beautiful campus, and there is no space to build a new building. The University had to put students as the first consideration by asking its staffs and faculties to move." President Keh especially thanked the Vice President of Administrative Affairs Shi-Feng Chuang for leading the General Affairs Office and the Student Affairs Office to plan and execute this project. Dr. Jui-Fa Chen, an associate professor of the Department of Computer Science and Information Engineering, built a face recognition system, and Dr. Jui-Mao Huang, an associate professor of the Department of Architecture, participated in the design and planning of the dormitory. The Dean of Student Affairs Dr. Shih-Jung Wu introduced: the refurbished Sung-Tao 4 and 5 pavilions adopt a family-style design concept. Each household has three suites, accommodates up to 10 people, has a dedicated living room, dining room, as well as refrigerators, microwave ovens, induction cookers, and other facilities. "We encourage students to walk out of their dormitory, eat, chat with roommates, and create a home-like living space." In addition, the multi-functional activity space on the first floor of Sung-Tao Hall 4 is equipped with a coffee bar, study and discussion area, teaching and social networking area, and modernized vending machines. On the first floor of Sung-Tao Hall 5, there is a self-serve laundry area, a dance hall, and a herb terrace.
The Tamkang University Scout Group held the "2021 Five Tiger Hill Scout Academic Forum" at the Hsu Shou-Chlien International Conference Center on March 6th. It was hosted by the Taiwan Scout Educational Association, in collaboration with Rover Scout. A total of 82 people from the Senior Girl Scouts and Five Tiger Hill Scouts participated in the event. There were also scouts from various regions in North, Central, and South. This forum provides a platform for academic exchanges and invites scout professionals to publish research articles to enhance the academic atmosphere of domestic scouting. The papers on the forum discussed the process and efforts of how the Tamkang Scout Corps expanded from the Tamkang campus to the Tamsui area. It also published the policies and guidelines of the World Scout Headquarters, as well as the publication of the book, "A History of Scouting." Tamkang University alumni, Fu-Min Wang, who is also a member of the Scout troop, provided all books related to scouting he collected throughout his life to the Chueh-Sheng Memorial Library, including Chinese, English Japanese, and more than 900 related books in nearly ten countries. The Dean of the Library Sheue-Fang Song act as a representative to accept and present the certificate of appreciation to Mr. Wang and hoped that Tamkang University could become one of the domestic research libraries on scouting. The Human Resources Department recently announced the 2020 academic year full-time teacher research award list, including academic journal articles, academic books, academic journal papers, academic book citations, creative performances, and sports competitions. The total amount is NTD $8.28 million dollars. Among them, academic journal papers awarded a total of 187 papers to 102 teaching faculties, with a total amount of NTD $7,501,980. In comparison with last year's academic journal papers for a single year, 174 papers to 94 teaching faculties were awarded a total amount of NTD $6,226,620. Regarding this result, the Vice President for Academic Affairs Dr. Chii-Dong Ho mentioned that in addition to the teaching faculties actively conducting research, the university remains full supportive by providing relative strengths. Shao-Hsin Wang donated NTD $15 million dollars during the new year primarily to aid the financially disadvantaged students. "Shao-Hsin Wang donated money to current students mainly in the hope that Tamkang's younger generation will not have to work due to financial instability so they may concentrate on their academic career and gain more professional knowledge; the donations are also used to improve Tamkang's learning and research environment and provide students and faculties with more abundant resources." The Vice President for Administrative Affairs Dr. Shi-Feng Chuang mentioned the alumni from the department of mathematics, the chairman of SINBON Electronics, Shao-Hsin Wang, donated NTD $15 million dollars a few days ago with great intentions. The project professor of the Department of Water Resources and Environmental Engineering Dr. Sue-Huai Gau led his team to participate in the "2020 Green Circular Innovation Technology Research Competition," and defeated more than 30 teams to win the championship with the "R&D of high-value ceramic filter membrane made from waste incineration ashes." Dr. Sue-Huai Gau mentioned that the issue of waste incineration flying ashes has been under discussion for more than 20 years. The project has been approved by the Ministry of Education to subsidize the university's industry innovation plan for the three-years research and development period. Under expectations, we won the championship and it helped us developed more confidence in resource utilization. For more than 30 years, incineration gradually became the mainstream of urban garbage disposal worldwide, but ashes caused by incineration became much more difficult to deal with. Thus, Dr. Gau devoted himself to the research and development of flying ash treatment and utilization, and successively obtained several domestic and foreign invention patents. In recent years, he obtained two gold medals and two silver medals at the Taipei and Tokyo International Invention Exhibition. Dr. Sue-Huai Gau explained that the ceramic filter membrane is further improved based on the previously developed humidity control ceramic technology. It can be used for civil sewage and industrial wastewater treatment and the wastewater during the process may be converted into hypochlorous acid water which may be used for environmental disinfection. If the product may not perform the filtering function, it may also recycle the raw materials used to make new products, thereby achieving the circular economy goal of "Zero pollution, Zero waste, and Zero emission." This product uses incineration flying ashes as the main raw material and the production cost is lower than that of commercially available products, which is a favorable condition for marketing. Dr. Sue-Huai Gau is confident to promote this product as it will eventually become the mainstream of the future market. The award-winning team composes both master and doctoral students from the Department of Water Resources and Environmental Engineering. Dr. Sue-Huai Gau mentioned that their ability to defeat other institutions to win the championship affirms the research and development capabilities of the university's faculties and students and this also encourages students to have more confidence. Under the guidance of experienced faculties, as long as one works hard, one may obtain great results. He mentioned that in addition to continuous technical improvements, the team also hopes to obtain preferences in price and market. In the future, it plans to commercialize ceramic filter membranes and will continue to use humidity control ceramics and other multiple incineration flying ash resource products for research and development, contributing to the environmental recycling economy goals.

With the popularization of financial technology innovation and mobile technology, traditional payment methods have gradually shifted to digital payments using smartphones. This trend has also entered domestic colleges and universities, and mobile payments have been introduced to campuses one after another. The Vice President for Administrative Affairs Dr. Shi-Feng Chuang explained that Tamkang has been launching electronic transactions for many years and is the first to launch the service of the Ministry of the Interior Certification Authority (MOICA) to apply and purchase transcripts. Applicants only need to use MOICA and apply for the transcript through the ibon kiosks at 7-11 convenient stores. After confirming identity, amount of items, delivery location, and making the payment, individuals may receive the transcript within 2 to 5 working days. Since the 2019 academic year, Tamkang cooperated with the EasyCard Company and Hua Nan Bank Tamsui Branch to promote small amount payment mechanism, and swimming pool admission fees may be paid through the EasyCard; Tamkang is responding to the Ministry of Education’s “Colleges and Universities Mobile Payment Promotion Plan,” by continuing to integrate the existing payment methods, building the “Tamkang University Smart Payment Platform” (TKU Smart Pay), and cooperating with LINE Pay, Taiwan Pay, Easy Pay, and Jkos Mobile Payment to satisfy the needs of diversified payment methods for faculties and students, to achieve a smart and cashless campus. Tamkang’s smart payment platform is characterized by its information system and payment platform developed by the university, which can easily be incorporated into the university’s various locations. After discussing cooperation with the payment industry, the two parties communicate in the form of Web Services and interface information via Web API. In addition to reducing the duplication of data creation, Tamkang can also control the provision of data; when the user pays by mobile payment, the payment provider will only receive the payment slip number and fee, and will not know the user’s background information so all user’s personal information and privacies are well secured.
How teachers resolve issues encountered during teaching and further improves the effectiveness of students’ learning is the focus of the teaching practice research program. The Center for Teacher Professional Development of the Office of Academic Affairs held the "Tamkang University Teaching Practice Research Program 2019 Annual Project Outcomes Presentation Seminar" on November 16th. The content presents the history and achievements of Tamkang University starting from 6 international partnered universities and institutions in 1950 to the 232 universities throughout 38 countries and across 5 continents around the world now, as well as 38 dual degrees being offered. Simultaneously broadcast blessing videos from 17 international partnered universities and institutions presidents and 15 international partnered universities students from locations throughout the world. The organizer, Vice President for International Affairs Dr. Kao-Cheng Wang, explained that internationalization is one of the important concepts of Tamkang. The main theme of this event is "International Exchange," the content includes various waves of our university, international exchanges, and important international partnered universities and institutions of Tamkang, as well as the lectures and contents exchanges from the lecturers of the Tamkang Clement and Carrie Chair. The National Intercollegiate Athletic Games ended on November 4th, and Tamkang achieved rewarding results, winning 10 golds, 4 silvers, 8 bronzes, and was ranked first among private universities in non-physical education. Alumni Activities Starts Noon at the Hsu Shou-Chlien International Conference Center To celebrate the 70th anniversary of the university, the Departments and Alumni Union Clubs hosted outstanding department awards in the Chang Yeo Lan International Conference Hall on the 3rd floor of the Hsu Shou-Chlien International Conference Center at noon. A total of 50 alumni received awards; then the World Alumni Association, Elite Club, and the Alumni Association Headquarter of the Republic of China hosted alumni dinner parties on the 3rd and 4th floors of the Hsu Shou-Chlien International Conference Center. The Office of Alumni Services and Resources Development held the alumni and corporate donation ceremony on the 2nd floor of Hsu Shou-Chlien International Conference Center at 3:30 PM. The Alumni Association invited alumni, companies, and faculty members to host a Thanksgiving dinner at the Shao-Mo Memorial Gymnasium to celebrate the 70th anniversary of Tamkang at 6 PM later that evening. Tamkang Anniversary Celebration hosts "Beauty of Orchids" Orchid Exhibition "Lady of the Night" Wins the Oiran To celebrate the 70th anniversary of Tamkang, the Office of General Affairs held an orchid exhibition from November 5th to November 7th from 9 AM to 5 PM. The theme of the exhibition is the "Beauty of Orchids," gathered from all over the country, a total of 307 orchids were exhibited. Chairperson Dr. Flora Chia-I Chang went to see it in person around 10 AM on November 6th and took photos with the award-winning orchids. The Dean of the Office of General Affairs Ruey-Shiang Shaw explained that every year the orchid exhibition presents a different appearance. This was the first time in the year that Tamkang co-organized with the Taiwan Orchid Breeders Association, thus providing many new varieties of orchids within the exhibition, some of which have not even been publicized. This orchid exhibition can be said to be "The First Issue Nationally." “Every orchid has a story of its own, we welcome everyone to join us for the exhibition.” One of the evaluation committee members, Shi-Zhang Sun, who has been committed to orchid cultivation for a long time, explained that this review is divided into four various categories: Phalaenopsis Orchid, Cattleya Labiata Orchid, Paphiopedilum Orchid, and other rare species. The awards and overall rankings of each group are selected in order. A total of 135 orchids gained recognition. The championship was won by the "Brassavola" cultivated by the "Charm Sun Phalaunopsis Garden" in Tainan. The white Brassavola from Central and South America has a small and lovely appearance, and its colors are usually white and green. It is also called "Lady of the Night" because it emits fragrance at night. The award-winning orchids are planted in full pots, and nearly a hundred flowers bloom, just like the starry night. The "New Floral Breeding Award" is a new addition to encourage floral farmers to research and develop new varieties. Thus, there were many orchids bred from different species such as the Mormodes, Cycnoches, and the Catasetum orchid which gave amazing floral shapes and color. Within the exhibition, orchid growers have successfully cultivated the unique and famous orchids of "Paph. Armeniacum" and "Paph. Micranthum" originated from China, one of which is bright and dazzling in yellow, and the other is alluring and bright in red. There were also orchid varieties from the desert and the polar regions, which were also mesmerizing. Orchid lovers are highly recommended to visit the exhibition. Anniversary Celebration "Tamkang Light Projection Show" Invites You to Experience a Visual Feast The Office of Secretariat presents the Tamkang Light Projection Show at 6 PM on November 6th, hosted by Secretary-General Dr. Andy Ay-Hwa Liou. The four bamboo slips presented a distinctive style featured with sound and light effects, which resulted in bursts of exclamations and applauses on the scene. Participants received a small shimmering badge as souvenirs. The President Dr. Huan-Chao Keh will host the event today, November 7th at 6 PM. If you haven't seen it yet, don't miss it!

Location: According to the policies of the National Health Command Center, everyone attending the ceremony must maintain a 1.5-meter indoor social distancing or wear face masks at all times. Tamkang University Tamsui Campus will carry out the 2020 Commencement at Shao-Mo Memorial Gymnasium (7th Floor) and broadcast the ceremony via live video. Participants: 1. President, Chairperson (Board of Trustees), and all related first and second level supervisors. 2. Certified and awarded representatives of graduates. 3. Graduate representatives from each college/department. 4. One-tenth of the maximum capacity of each ceremonial location is open to the graduates’ relatives and friends. Each graduate is limited to bringing one relative or friend, and the relatives and friends of the certified or award-winning graduates will have prioritized admittance. Explanation: 1. All entrants must present certified documents or identifications and conduct body temperature screening along with hand sanitization before entering. Face mask must be worn at all times with the following EXCEPTIONS: 1. On-stage teachers, commanders, and emcee, able to maintain a 1.5-meter safe social distancing. 2. Award-winning and certified graduates, and graduate representatives while addressing a speech 3. Graduates taking pictures with relatives or friends. 2. The list of graduates and graduates’ relatives and friends attending the ceremony will be conducted by each college. Please provide the roster of all attendants to the Office of Student Affairs before June 3rd for verification purposes. On the day of the ceremony, all colleges/institutes throughout campus must verify all entrants according to the roster provided, and the Office of Student Affairs will lead and seat entrants accordingly. No further inspections will be performed at the entrance of the ceremonial venue. 3. Graduates and relatives/friends of graduates who are unable to enter the ceremonial venues may walk to the resting area in front of the Communication Hall or the Student Activity Center to watch the live broadcast of the ceremony. 4. To avoid overcrowding at ceremonial campuses, entry access control will be strictly implemented on Commencement day. With the relevant guidelines and principles of the National Health Command Center, Shao-Mo Memorial Natatorium Complex will open deliberately through phases. Courses conducted in the swimming pool will resume on May 25th, 2020; the fitness area will remain closed temporarily. 3. According to the written regulations of the epidemic prevention policies, in addition to the reinforcement of the monitoring of swimming pool water quality and environmental disinfection, measures such as flow control monitoring, body temperature monitoring, maintaining safe social distancing, and accentuating the concept of epidemic preventions are still required. 4. This year marks the 70th anniversary of the establishment of Tamkang University and various celebrations will be held throughout the campus. The Office of the Secretariat released the 70th Anniversary Logo on April 10th, with two backgrounds; black and white, and placed them on the "Campus Material Library" under the category of the 70th Anniversary LOGO project so all units in school-related activities or publicity products may access them when needed. This LOGO was designed by professionals that based its theme on “Transcendence,” the handwriting of Dr. Ben-hang Zhang, the Director of Carrie Chang Fine Arts Center. The simple and modern designed number "70" was integrated and 1950 represents the University’s founding year. Through the color combination of gold and red, the 70th anniversary of Tamkang University was brought out to represent a new image of the dedication to transcend the past from our hearts and create a bright and innovative future. The Secretary-General Dr. Ay-Hwa Andy Liou explained that they were able to invite professional teachers and staff members from the Carrie Chang Fine Arts Center, Office of Student Affairs, Department of Mass Communication, Department of Information and Communication, Extracurricular Activities Guidance Section and the Digital Design Section to participate in the discussion and brainstorming of the LOGO design. "The heart behind the calligraphy represents a dynamic and the feeling to jump and excel which symbolizes the meaning of transcendence." The Secretary-General welcomes all the units of the school to download and utilize the logo actively on seminar related documents, publications, T-shirts, envelopes, mugs, souvenirs, and other commemorative items related to the 70th anniversary. The 70th Anniversary will be celebrated extensively throughout the campus. All divisions are actively planning and organizing many large-scale activities. The Tamkang University Office of Quality Assurance and Audit announced on April 15th that The 8th Department Development Award includes the list of the following nominated departments/institutes: The Department of Civil Engineering, Department of Japanese, Graduate Institute of China Studies (Master’s Program), Department of Aerospace Engineering, Department of Banking and Financing, Department of Educational Technology, Department of Accounting, and Graduate Institute of International Affairs and Strategic Studies. The Department of Electrical and Computer Engineering has won awards for seven consecutive years, and the Department of Computer Sciences and Information Engineering with the Department of Statistics both won 5 times, will not participate in the evaluation this year. The audit will be held on May 15th at 1 PM in Chueh-Sheng International Conference Hall, and achievement/development presentations and briefings will be conducted by nominated departments and institutes. The Chairman of the Department of Civil Engineering Dr. Cheng-Hisn Chang was grateful that they were nominated again this year. Having many award-winning experiences, the content of the briefing will be presented in accordance with the school ’s five major performance indicators, hoping to win the award again this time. The Chairman of the Department of Japanese Dr. Chiou-Guey Tzeng was quite surprised to be nominated. She will collaborate with all of the teachers and students to prepare for the briefing hoping to have an outstanding performance. The Director of the Graduate Institute of China Studies (Master’s Program) Dr. Chi-Keung Li was very pleased with the achievements of the department in the past year and the joint efforts of all teachers and students. The presentation will highlight practical teaching courses and demonstrate the roles of teachers and students in cross-strait affairs. The Department of Aerospace Engineering won the Development Award last year and was nominated again this year. Chairman Dr. Pu-Woei Chen thanked the University for providing all of the department teachers and students with such honor. They will well-prepare themselves for all of the necessary resources to face the upcoming challenges and hoping to create a diversified developmental department in the future. The Chairman of the Department of Banking and Financing Dr. Yu-Hung Chen was delighted to be audited again and she thanked all of the teachers and students in the department for their efforts. The Chairman is actively planning out for the contents of the briefing and trying to highlight the characteristics of the department, hoping to gain recognition. The Chairman of the Department of Educational Technology Dr. Shih-Chung Lee mentioned that this is their second nomination. In addition to the presentation of the five major performance indicators in the department, they will also feature their graduation topics and enterprise internships to emphasize the connections between students and enterprises. The Department of Accounting was awarded the Development Award last year. The Chairman of the department Dr. Fan-Han Kung was surprised and happy, however, the pressure and responsibility arose right after. They will be well prepared for this upcoming presentation. Since the strength of the Department of Accounting has always been fundraising, they plan to share the methods of fundraising and the "RSM Taiwan Industry-Academia Collaboration Program" in the briefing to help students get employed immediately upon graduation. The Graduate Institute of International Affairs and Strategic Studies received the Development Award last year, the Director Dr. Ming-Hsien Wong was very pleased to hear the news of the getting nominated again. He mentioned that our institute is the only institute in the country that focuses on international affairs and strategic studies. Our institute plays an important role in the development of national security and will continue to improve our teaching, researching, and conducting employment counseling collaborations with relevant units domestically.
